A development project passes through many hands. Planners establish what the site can support. Lawyers address title, leases and agreements. Consultants design the work. Authorities issue permits and inspect construction. Contractors build. Owners open and operate the asset. Finance teams maintain the securities that remain outstanding. Milestones 1 to 6
The first half of the lifecycle resolves the mandate, constraints, approvals and controls required before delivery.
Define the intended use, business objective, delivery model, site assumptions, decision criteria and acceptable level of uncertainty. Establish what success means and which decisions the owner must make before investing further.
Review zoning, title and lease interests, municipal records, servicing, access, environmental conditions, existing permits and physical site constraints. Identify issues that can change scope, timing, cost or the approval mechanism.
Coordinate a concept plan and operating narrative that municipal staff can assess. Seek written direction on the planning mechanism, required studies, participating departments, fees, submission standards and interim compliance expectations.
Convert municipal comments into a sequenced work plan. Track Site Plan and Servicing Agreement requirements, conditions of approval, execution, registration and obligations that continue through construction and maintenance.
Confirm what each development security covers, how the amount was calculated, which instrument and wording the authority will accept, and what evidence will support reductions. Coordinate insurance certificates and payments so administrative items do not block the next approval.
Map every permit and authorization required, including demolition, building, servicing, road, access, fire, environmental and utility work. Identify the earliest submission point, applicable-law dependencies, review sequence and inspection authority.
Milestones 7 to 12
The second half connects field delivery with the records, acceptance and financial release required for true completion.
Confirm issued drawings, authority clearances, contractor readiness, pre-construction meetings, shutdown lead times and inspection notice periods. Assign responsibility for measurements, photographs, redlines and test results that must be captured before work is covered.
Maintain the link between approved documents and field conditions. Track schedule, change, municipal commitments, testing, deficiencies and evidence while responsible parties remain mobilized and the work remains accessible.
Sequence municipal, regional and third-party inspections around underground work, backfill, connections, occupancy and opening. Confirm who calls each inspection, what documents are expected and how failed items will be closed without losing the next milestone.
Collect redlines, surveys, measurement sheets, test results and consultant certifications. Convert inspection findings into assigned actions and assemble a municipality-ready package demonstrating what was built and how each deficiency was resolved.
Start the maintenance period from the documented municipal milestone. Preserve warranty rights, complete seasonal or recurring inspections, and keep civil, landscape and other obligations visible until the authority confirms acceptance.
Submit the release request with the required certifications and acceptance evidence. Coordinate the municipality, owner, treasury and bank until the instrument is formally reduced, cancelled or returned.

Peter brings 30 years of experience in the construction industry across Canada, spanning residential, commercial, industrial and utility infrastructure. He has led portfolio-scale redevelopment and close-out programs, established new field-service operations and coordinated multidisciplinary teams from early investigation through construction and final release.
